What is IHRA?
IHRA is a global organization founded by Shinkansen operators (JR companies and THSRC) and supported by organizations that have manufacturing, business development or research experience with the Shinkansen high-speed rail system. IHRA is neither a government institution nor a company seeking to procure project orders. It is a global organization grounded in the philosophy of promoting the common good. IHRA aims to contribute to the further development of high-speed rail around the world by promoting international cooperation and sharing information, knowledge and experience with countries, which aspire to have a safe high-speed rail system based on the principle of Crash Avoidance. At the same time, IHRA attempts to adapt such expertise to the actual circumstances in each country and region.
IHRA’s objectives are as follows:
1. To share information, knowledge and experience based on the principle of “Crash Avoidance” to contribute to the global development of safe and efficient high-speed rail (HSR)
2. To establish an international standard based on the principle of “Crash Avoidance”
- Crash Avoidance: This principle is the basic philosophy dictating that any possibility of a crash be completely eliminated by means of two systems: a dedicated track for high-speed rail that is free of level crossings and an ATC system (Automatic Train Control System) that categorically prevents any crashes by controlling train speed.
The high-speed rail that has developed in Europe is based upon the concept of Interoperability, which allows the track to be shared with conventional lines and freight trains. This idea emphasizes existing infrastructure utilization and network expansion.
