Mr. Shukuri is the Chairman of the International High-speed Rail Association since 2014.
He entered the service of the Ministry of Transport (presently the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) ) in 1974 and has held many important positions since then. Before the Vice-Minister of　MLIT appointment from 2008 to 2012, he had been working as First Secretary of the Embassy of Japan in Indonesia, as the Private Secretary to the Minister of Transport, as the Counsellor of the Cabinet Legislation Bureau, as the Director-General of the Road Transport Bureau, as the Director-General of the Policy Bureau, and as the Deputy Vice-Minister of the Minister’s Secretariat of MLIT.
Presently, he is the Visiting Professor of the Graduate School of Public Policy at the University of Tokyo since 2013, and the Chairman of the Japan Transport and Tourism Research Institute (JTTRI) since 2018.

Mr.Patterson held Senior Director for Japan, Office of Secretary of Defense, Director for Japan and Korea, National Security Council, the White House. After then he held Special Assistant to the President for Asia, Senior Advisor to Ambassador Howard Baker, Tokyo, Deputy Assistant Secretary of State for South Asia.
Mr. Patterson previously served for Raytheon Company, including as President, Raytheon International.

After Deputy General Manager of Marketing Division of Niigata Branch Office, Deputy General Manager of Management Planning Department of Headquarters, General Manager of Tourism Strategy Office of Headquarters, Executive Director of New York Office, General Manager of International Department, and Executive Officer and General Manager of International Department or other careers, Senior Executive Officer In charge of International Affairs Headquarters from June 2018.

Joined Japan National Railways (JNR) in 1977. Following privatization of JNR, joined Central Japan Railway Company in 1987. After General Manager of Tracks and Structures Department in Shinkansen Operation Division, General Manager of Management Supervision Department in Corporate Planning Division, Director General of General Technology Division or other careers, Representative Director & Executive Vice President from 2018.

After Executive Officer, General Manager of Technical Research & Development Department of Railway Operations HQ, Director and Senior Executive Officer, General Manager of Kansai Urban Area Regional Head Office or other careers, Vice President, Representative Director and Executive Officer, Senior General Manager of Shinkansen Operations Division of Railway Operations HQ from 2018.

Joined Japan National Railways (JNR) in 1977. Following privatization of JNR, joined Kyushu Railway Company in 1987. After Director and General Manager of Kagoshima Regional Office, Managing Director, Director General of Railway Operations HQ, and Senior Managing Director, Director General of Railway Operation Headquarters or other careers, President from June 2014. Mr. John Chen is the Executive Vice President, Taiwan High Speed Rail Corporation, responsible for managing the operation and maintenance, his experience in railway operation and maintenance is over 20 years. He has technical background in civil engineer, computer science, as well as various fields in practical operation & maintenance expertise.
